Waterford Township is governed under the Township form of New Jersey municipal government. The five-member Township Committee is elected directly by the voters at large in partisan elections to serve three-year terms of office on a staggered basis, with either one or two seats coming up for election each year as part of the November general election in a three-year cycle. The Mayor and Deputy Mayor are chosen by the Township Committee from among its members during the Reorganization meeting each January.

The Township Administrator is appointed by the Township Committee and serves at the discretion of the Township Committee for an appointed 3 to 5 year term. The Administrator is responsible for the day to day business affairs of the Township and oversees the administration of all departments, offices and agencies of the Township. It is the Administrator’s responsibility to develop and implement sound administrative and employment practices and policies and procedures. The Administrator also carries out all policies established by the Mayor and Township Committee and serves as liaison between the Mayor and Township Committee and the Township’s Departments, Boards, Commissions and Agencies.

The Township Administrator supervises the preparation and implementation of the annual budget; oversees all human resource management; negotiates contracts for the Township as authorized by the governing body; approves all requests for goods and services to be purchased by the Township, and approves all bills and vouchers for payment prior to final approval by the governing body.

The Administrator acts as a liaison between the Township Residents and the Mayor and Township Committee, with regard to complaints and/or requests for service.
